With all the discussion about congress repealing the Affordable Care Act, there is confusion over what exactly is an Obamacare health plan. Some people think the federal government is dictating the type of health plans that must be sold to individuals and families. It is up to each state to set the rules for their health insurance plans. The federal government under the regulations of the Affordable Care Act (ACA) stipulates what type of health plans are eligible for the Premium Tax Credits that make health insurance affordable for individuals and families.
The Department of Health Care Services has updated their Estate Recovery Program page to reflect the new rules ushered in with the passage of SB 833 in 2016. There had been some confusion as to who was actually subject to new Estate Recovery rules. Essentially, it all hinges on when the Medi-Cal beneficiary dies.
I’m a typical history nerd who daydreams while driving about old trains or historical events that took place on the same road I’m driving over. The daydreams turn obsessive when I’ve read and researched about certain historical events and I can almost recreate them in my mind. A good example is the path the California Central Railroad took from Folsom to Roseville, California, in 1861. I’ve driven and walked over so much of the rail grade that is accessible, and thought about its construction and daily operations, that I finally made a video about retracing the long forgotten railroad grade.
Invariably, whenever the Bureau of Reclamation releases water stored behind Folsom Dam during the winter before the reservoir is full, people across the region accuse the Bureau of mismanagement, incompetence, and wasting water. The management of Folsom reservoir is complicated. But during the winter months, the main priority of Folsom Dam is flood control. That is why the dam was built in the first place.
In the absence of a writer’s personality I do have a curious mind, a desire to be creative, and an interest in sharing my work with other people. The Western Center On Law & Poverty has put together a comprehensive guide to the Medicaid program in California known as Medi-Cal. Published in March 2016, there are bound to be changes to many of Medi-Cal’s programs, conditions, and eligibility in 2017. Titled Getting and Keeping Health Coverage for Low-Income Californians: A Guide for Advocates is 375 pages long and covers many topics from eligibility, citizenship, enrollment, re-determination, and the variety of programs Medi-Cal offers such as Children’s Health Insurance Program, Medi-Cal Access Program (MCAP) for pregnant women.
After my son took a geology course in his freshman year at Williams College, he wanted to see the volcano on Hawaii. So we planned a short little trip over the 2016 Christmas holiday. This was only my third trip to the island chain and I came away even more unimpressed about Hawaii than on previous trips.
I try to be pretty pragmatic when it comes to presidential elections. Regardless of the promises made by any candidate, we rarely see any real change in the U.S. with the election of a new president. However, Donald Trump ran on a platform to repeal and replace Obamacare. Since 90% of my income comes from enrollment generated by the Affordable Care Act, I am facing a drastic reduction of my income if Trump fulfills his promise.
