Cigna offers individual plans outside of Covered California

Covered California doesn’t have a monopoly on individual and family health plans in California. In addition to the carriers participating in the California exchange, Cigna is also offering health insurance outside of Covered California. Cigna is offering eleven different individual and family plan (IFP) options in California: seven Baseline Portfolio plans and four plans that mirror the Covered California standard metal tier levels for 2014. None of their plans are available through Covered California for the Advanced Premium Tax Credit.

myCigna and California Standard Plans

There are seven health plans designated as myCigna Health Savings or Health Flex. These plans each have slightly different benefit designs and some of them work with Health Savings Accounts (HSA). Cigna will also offer four California Standard benefit designs that mirror metal tier level health plans sold through Covered California.

Cigna PPO LocalPlus Network

All of the plans are Preferred Provider Organization (PPO) plans. The 2014 IFP provider network, called LocalPlus, is smaller than their larger Open Access Plus network. Cigna IFP members can access LocalPlus providers in other states where Cigna offers the network: Arizona, Colorado, Florida, Tennessee, and Texas.

Three pediatric dental options

Embedded within all the California plans are pediatric dental benefits for dependents that are younger than 19 years old. The myCigna health plans will have a custom pediatric dental plan that has no annual deductible. Bronze and Silver California Standard plans will include the “Low” pediatric dental with a $60 deductible. Gold and Platinum level Standard plans are embedded with the “High” pediatric plan that has a $50 deductible and lower coinsurance than the “Low” plan.

Two different drug formularies

Similar to the pediatric dental plans, Cigna will offer two different drug formularies for prescription medications. myCigna plans will have a five tier drug formulary and the California Standard plans will use a four tier drug formulary. The five tier drug formulary includes a non-preferred generic level. Cigna has also published a list of preventive medications that may have no cost sharing (copayment, coinsurance, and deductible) for certain plans in their portfolio.
