The announcement from Covered California that health insurance companies have extended the deadline for making the first premium payment until January 15th has done nothing to lessen the confusion and anxiety residents are experiencing with the new health plans. For those families who still haven’t received an invoice, the extended payment window is of little comfort. Covered California really needs to issue an explanation and apology for why the billing nightmare has been allowed to unfold in the first place.

Covered California sends scar-e-mail

In early January Covered California sent an email to all applicants reminding them to pay their premium by January 6th. This correspondence, emailed to families who had not even received an invoice, sent Californians scrambling to figure how they were suppose to pay Covered California. Even by the time Covered California had sent the ominous email to pay by the deadline or risk loosing coverage, some of the insurers had already extended the payment deadline to January 10th. The same weekend Covered California sent their email, Kaiser had initiated a telephone campaign informing new applicants they had until January 10th to pay.

Where’s the Covered California or ANY invoice?

The new January 15th deadline is of little consolation to those who still have not received an invoice and for whom the health plan still has no record of their Covered California enrollment. Families that didn’t have their insurance cancelled by the ill-fated Covered California forced policy cancellation of December 31 are now wrestling if they should make their current health plan premium for January. The utter lack of communication between Covered California and the health plans has left many families without knowing if they do or don’t have health insurance.

Cancelling appointments, paying cash

Without health insurance, families have been forced to pay out-of-pocket for office visits and prescription medications. One gentleman called me to tell me he had to pay for his insulin out-of-pocket because without a member ID number from his health plan there was no discount for his prescription. This gentleman had actually enrolled through Covered California in early December for his new health plan. The intractably long wait times to contact either his new health insurance carrier or Covered California had made it impossible for him to confirm where his enrollment was in the process.

Who is to blame for the bottleneck?

The failure of Covered California to create a seamless application data transfer to the health insurance companies has resulted in enormous anxiety and cost for California residents. While it has been reported that the health insurance companies are having their own information technology issues with the Covered California transfers and data entry, the lead agency, Covered California, should have been ahead of the curve in anticipating such bottlenecks in the system.

Covered California owes us an apology

The extension of the payment deadline is an admission that Covered California failed to properly plan for all the different IT scenarios between them and the carriers. Covered California owes the applicants an apology for the stress they are causing to families and a full accounting of what went wrong that has led to the chaos and confusion surrounding enrollment in the new health plans.

Consumers Given Nine Additional Days to Make Payment; Coverage Still Effective Starting Jan. 1, 2014

SACRAMENTO, Calif. — Covered California’s eleven health insurance companies unanimously agreed Saturday to extend the deadline for consumers to submit payment for their first month’s premium.

Consumers now have until Jan. 15, 2014 to make payment to the companies. The nine additional days will ease feelings consumers may have of being rushed to pay the invoices they recently received.

The extension also assures health insurance companies time to mail the invoices and for consumers to have received the documents. Payment for coverage taking effect Jan. 1 must be in the hands of the health insurance companies by Jan. 15 and not simply postmarked or in-transit.

Meanwhile, about 200,000 households with coverage due to take effect Jan. 1, and who supplied their email addresses to Covered California, will receive direct notification about the payment deadline extension. Consumers can also visit www.CoveredCA.com  for instructions on how to pay their premium.

Health insurance companies stress that this is a one-time payment deadline extension, and that payment for coverage is due at the beginning of each month.

    I keep getting emails telling me to pay my bill to be covered but every time I try to call the phone number that covered CA listed on their “how to pay” PDF attachment, it hangs up on me when I choose the 0 option to speak with an agent. I enrolled under Kaiser. I never received an invoice and I am a cancer survivor who needs to see an oncologist. Who do I call? HELP!
  2. HI Sarena, we’re sorry you’re having trouble getting in touch with Kaiser. Please keep trying.If you need to see a doctor, you may be able. As long as you pay by January 15th, you can use services covered by your health plan starting January 1st. First, be sure the provider (a doctor or other health service provider) is participating in the health insurance plan network you have selected. The provider may ask you to sign a statement agreeing to pay for the services if you cannot prove you have health insurance. The provider may later send you a bill (“claim”) for the care. Once you have proof of health insurance coverage effective January 1, 2014, which you will receive once you pay for the insurance, you can submit the claim to your health plan to pay.

The online chat is telling me I need to wait for an hour before someone can chat with me. I emailed a question a week ago, still no answer. Is there anyway I can get some help!!!

    hi same many below. Not really comfortable doing this on Facebook but I don’t know how to get ahold of you. I’ve tried the numbers and only get recordings about high call volume, then disconnected. Chat doesn’t work. I click on it and nothing. I right click and open in a new tab and it just opens a copy of the page I am on. Sometimes my eligibility box is checked but when I click on it says no. My income was checked as completed and is not now. I have written in and received no reply. Please assist.

    We paid our bill over the phone December 10 to blue shield. We have received NOTHING from them, no I’d cards, packet, invoice or receipt. I’ve called many times, automated message says no payment has been received, been on hold for two hours with no response. PLEASE HELP.
  7. I received a letter from Anthem Blue Cross about making the initial payment. I submitted the electronic payment on Dec. 10, 2013 and have not received anything further. I cannot get through to Anthem, they will not even allow me to hold just says they are too busy and to try again later. Is it likely that my Insurance is active and how do I find out?

    My small business applied through the SHOP program, but we haven’t received any paperwork. Nothing! I’m letting my current coverage lapse, but am worried that now I’m not covered.     So as of today I can’t login. says the website is not trusted, tried on chrome, IE, and Firefox just to be sure. Manged to get a bit further yesterday although I couldnt click the link to print out my Medi-cal elligability info for my provider but after waiting twice for online agents I was disconnected after being next in line So never got to it. 🙁 also yesterday was saying I am eligable for Medi-cal but still asking me to choose a program with a 2-300 dollar monthly out of pocket…um i’m not paying that btw. Something Def wrong here.

    How does one go about paying for their insurance plan? I have been trying for weeks.
  12. filled out all paperwork with agent NOV 4, they faxed it in because online was not working. Have heard NOTHING from Ca Covered. Agent was locked out of their system and put on hold for 2 1/2 hours and then when answered THEY hung up on him. I do not blame the President or my agent…it is the person in the middle. It’s a website people how hard can this be? You can buy ANYTHING ONLINE and have it within days. Everyone is ill right now and we can’t go to the doctor because we don’t have our membership cards and the system won’t let us pay online or even get on its’s site. But now I receive two emails reminding me to pay up by Monday? Really?

    I have Been in the phone for 4 days consecutive = over 10 hours wait time for some body to answer the phone and they answer and they pass me around like if I was a bottle of booze. Then I get the wrong information. I completely forgot my password and I just need help resetting it. NO ONE SEEMS TO KNOW WHAT TO DO and therefore I CAN NOT FINISH my application..

    Thank GOD. I have done everything I can think of to try and pay these people (Anthem Blue Cross). No invoice received, impossible to get through on the phone. At least I have another week to sit on hold.

    As much as I want to support the ACA, the website, its online “support” with incorrect phone numbers and omitted hours of operation, and every part of attempting to sign in BLOWS!!! Absolutely horrible. A room full of kindergartners could not have created a more pitiful system. There aren’t just kinks to iron out. It’s downright ridiculously embarrassing that a superpower country has the lamest and most anemic of access and enrollment capability to its healthcare. This system gets an “F”.

    I cannot get through by phone or live chat. I was able to pay my binder but not my husband’s. This is a nightmare! I can’t get through to Blue Shield either. I have a mammogram scheduled for this Friday and they need my insurance information. This is such a mess. I will have to reschedule my test if I don’t get any paperwork. I was on hold with Blue Shield for over two hours Saturday…finally gave up. 🙁

    Hiii!!! I need to check the status of my health coverage. Everything still says Pending, and that I’m still in the eligibility process. I’ve submitted everything that was asked and not sure why I’m not able to look and see what coverage plans I qualify for. I’ll call 1 number and it says I need to call the other, for online chat I wait an hour for it to say no one is available. I understand everyone has questions and lines are busy but seriously at this rate I doubt I’ll get covered, or anyone else for that matter, before the 15th.
