Covered California documents and information for renewing health plans in 2016.
Covered California has released a list of new and updated documents to help Certified Insurance Agents and Certified Enrollment Counselors assist existing Marketplace exchange members renew their health insurance for 2016. The focus of the renewal tool kit is on consent for verification, immigration and lawful presence, consumers who haven’t filed a 2014 tax return, and consumer delegation of a CEC. There are several documents in each category that show how to perform certain tasks within the Covered California CalHEERS program along with sample notices being sent to existing consumers.
Renewal tool kit for 2016
Undoubtedly, Covered California will add to the resources in this tool kit of documents as other aspects of the 2016 health plans and enrollment are confirmed and we move closer to the open and renewal enrollment period in October. From the Covered California announcement –
Renewal Toolkit Now Available
Covered California is gearing up for the 2015 Renewal Period for the 2016 coverage year. We’ve developed a Renewal Toolkit for Certified Representatives – Your one-stop shop for all the critical information and materials you will need to support Covered California members through the renewal process. Use the Renewal Toolkit for quick talking points about how to inform consumers of renewal concepts or detailed job aids about how to complete the online renewal process. Look in the Toolkit for notices, mailers, and emails we will send to consumers. Many times these communications encourage consumers to Find Local Help if they need assistance with the application. October 2015 update

Non-Tax Filers
A new set of documents is aimed at consumers who failed to file a 2014 federal tax return. Consumers promised to file an income tax return as a condition of receiving the Advance Premium Tax Credits to lower their monthly health insurance premium. If Covered California can’t cross check an income tax filing for the consumer they risk having their tax credits be cut off.
