Covered California has updated their 2025 income table to reflect the higher federal poverty income levels for specific Medi-Cal programs. There is roughly a 3 percent increase in the income Medi-Cal eligibility amounts for adults, pregnant individuals, and children. The higher income amounts are effective February 2025.

The income columns that had their annual dollar amounts increased are 138% Adult MAGI Medi-Cal, 213% Medi-Cal for Pregnant Individuals, 266% Medi-Cal for Kids, 322% C-CHIP for children and Medi-Cal Access for Pregnant Individuals. The higher income amounts for these programs will be applied to individuals and families applying for Covered California health insurance beginning in February 2025.

For a single adult to qualify for a Covered California health plan and the subsidies to lower the premiums, they must earn more than $21,597. This is $814 over the 2025 Open Enrollment income table. For a couple, they must have an income greater than $29,187 to qualify for a Covered California health plan. This represents a $979 increase from the 2025 Open Enrollment income table.

For dependent children, 18 years of age and younger, the household income has to be greater than than 266 percent of the federal poverty level. For a household of two, perhaps a single parent and child, the household income needs to be greater than $56,259 annually. This dollar amount is $1,888 higher than the 2025 Open Enrollment number of $54,371.

While Covered California uses the annual income estimate to determine eligibility for a private health plan with the subsidies, Medi-Cal uses a monthly income number. Covered California screens for Medi-Cal eligibility based on the monthly household income. For example, with a household of two adults, they need to earn more than $2,433 monthly to qualify for Covered California. If the monthly income is below that number, they are Medi-Cal eligible.

If one of the individuals in that two-person household is pregnant, the pregnant individual could gain Medi-Cal if the income is under $3,756 per month. This is based on the 213% column, full scope Medi-Cal for pregnant individuals. The other adult would still be eligible for Covered California and the subsidy since the monthly income is over 138% of the federal poverty level.
The C-CHIP program applies to children in the counties of Santa Clara, San Mateo, and San Francisco. In these counties the family can earn up to 322 percent of the federal poverty level and still have their children qualify for Medi-Cal.
If you enrolled or renewed your Covered California coverage during Open Enrollment, the older – October 2024 – income table is in effect for you. However, if you report a change to Covered California, your estimated income will be compared to the updated 2025 income table numbers.
