Medi-Cal has applied the 2025 federal poverty income levels to their numerous programs. The income levels for Medi-Cal eligibility increased 3.98 percent for a single adult. To be eligible for MAGI Medi-Cal, a single adult needs to earn $1,801 per month. This represents a $69 increase from 2024 monthly income eligibility levels.

Medi-Cal Income for Singles and Couples
For a married couple, they can earn up to $2,433 per month and still qualify for MAGI Medi-Cal. This represents a 3.44 percent increase from 2024. MAGI Medi-Cal is the expanded Medi-Cal for low-income adults between the ages of 19 and 64 years of age.

Medi-Cal Income for Adults and Children
The annual income to be eligible for MAGI Medi-Cal for a single adult is $21,597. A married couple can earn up to $29,187 and retain their Medi-Cal eligibility. The monthly and annual income amounts are 138 percent of the 2025 federal poverty income levels. Monthly incomes over 138 percent of the federal poverty level for the household size would qualify the adults for a Covered California health plan with the health insurance premium subsidies.
Household of 2, Adult & Child

The household income for children, 18 years old and younger, is 266 percent of the federal poverty level for the household size. For an adult and child (household of two,) if the household income is under $2,433 per month, both adult and child are Medi-Cal eligible. If the income is over 138 percent ($2,433) but under 266 percent ($4,690), the adult is eligible for Covered California and the child is Medi-Cal.

C-CHIP Children’s Medi-Cal Income
There is a higher income threshold for the C-CHIP (county children’s health insurance program) in the counties of Santa Clara, San Mateo, and San Francisco. In these counties, the household income can be up to 322 percent of the federal poverty level and retain Medi-Cal coverage.
Household of 5

The household is based on the family or household size as reported on the primary tax filer’s federal income tax return. In this example, we have a household of five. It doesn’t matter if the composition is four adults and one child, or one adult and four children. For any adult to be eligible for Medi-Cal, the monthly income must be under $4,331. If it is over $4,331 per month, but under $8,348, the adults are Covered California eligible, and any children are Medi-Cal.

In the C-CHIP counties, the adult income threshold (138 percent of the household size of five) remains the same. However, the income level for children increases to $10,105 per month or 322 percent of the federal poverty income level.
Estimating Medi-Cal Eligibility
To find your household size income limits, first determine your household size listed on the right side of the table. For adults, follow the family size row over to the column marked 138%. The number shown is the monthly income limit to be eligible for Medi-Cal. The next column, 266%, lists the income amount up to which children can remain eligible for Medi-Cal. The 322% column is the monthly income amount up to which children are Medi-Cal eligible.

For example, for a household of six, adults are Medi-Cal eligible if the monthly income is under $4,963 (138%.) For children in the six-person household, they are eligible for Medi-Cal if the income is under $9,566 per month (266%.) If the family lives in a C-CHIP county, the monthly income for children is $11,580 (322%.)
Estimating income can be done in the Covered California application. If you or children are eligible MAGI Medi-Cal, based on the income, the information will be sent over to your county social services department. Medi-Cal case eligibility workers will review the income and may ask for additional information to perform the final eligibility and enrollment process.
