Sutter Health Plan is only offered off-exchange to individuals and families. The HMO plans are not offered through Covered California. However, the rates for unsubsidized health plans are competitive for the regions Sutter serves in Northern California.

All Sutter Health Plans are standard benefit designs. That means they mirror the plan structure offered by health plans offered through Covered California. They offer a Bronze 60, Silver 70, Gold 80 and Platinum HMO plans. There is no guessing if your Sutter physician or hospital is in-network with the health plan. This can be the issue for health plans that contract with Sutter. Sometimes not all of the doctors, facilities, or hospitals are covered by a Blue Cross, Blue Shield, or Health Net.
You must reside in the service are of the Sutter Health Plan. The service area includes most of the Peninsula, East Bay, Sonoma County, and Central Valley from Stanislaus County up to Nevada County.

Sutter Health Plan Rate Comparisons
Below is a comparison of monthly premium rates for the Sutter Health Plan, Blue Shield HMO, and Blue Shield PPO. The Blue Shield HMO may include some of the Sutter hospitals in the Bay Area, but few of the medical groups. The Blue Shield PPO will include most of the Sutter hospitals and medical groups. The Blue Shield PPO is usually the most expensive health plan for individuals and families because it includes Sutter and the UC health systems.

In the Sacramento service area, Sutter HMO is competitively priced compared to the Blue Shield HMO and PPO. For a 40-year-old individual, the Sutter plan is $75 higher than the Blue Shield HMO and $250 less than the Blue Shield PPO.
In San Francisco County, the Sutter Silver 70 is $160 higher than the Blue Shield HMO plan for a 40-year-old. The Sutter plan is $90 less expensive than the Blue Shield PPO.

I was surprised, and I had to check the rate sheets twice, that the Sutter Silver 70 is more expensive than both the Blue Shield HMO and PPO plans in Santa Clara County. For a 40-year-old, the Sutter Silver plan is $110 more per month than the Blue Shield PPO.
That the Sutter HMO is a little expensive in Santa Clara County illustrates that you need to check the rates and compare Sutter to other health plans that may also include your preferred physicians. Regardless, Sutter Health Plans seem to be competitively prices compared to other health plans offered in their service area.
