The Sutter providers will mostly benefit counties where Blue Cross is expanding their coverage in the North Bay, East Bay, and Central Valley. A few counties in the Central Valley and most of Southern California will only be offered the Blue Cross HMO plans that do not include the Blue Card Program. Of course, Blue Cross offers additional EPO plans off-exchange, direct from Anthem, with a few extra plan designs that are not offered through Covered California.
California is broken into 19 different rating regions. Sutter Health Plus HMO plans are offered in 9 of those regions. The least expensive rates – based on the Bronze plan for a 40-year-old individual – are in the Sacramento, El Dorado, Placer, Yolo counties service area. The most expensive are found in Santa Clara County, 15.92% higher than the Sacramento region.

The Department of Managed Health Care (DMHC), who regulates most of the individual and family plans offered through Covered California, has developed a website to allow consumers to compare health insurance companies. The Health Plan Dashboard website does not assign any performance review ratings. But it does give consumers a high level view of some of the data collect on the health plans such as enrollment, complaints, and enforcement actions for medical, dental, and vision plans.
