Kaiser Permanente has seen their market share increase with the Affordable Care Act. Their percentage of Covered California enrollments has steadily increased from 24% in 2015 to 33% in 2018.They have also been very stable in their plan offerings on and off exchange. Kaiser rates increased 3% – 7% in Northern California and 6% – 10% in Southern California in 2018. In 2019, the average rate increase will be 9% throughout California.

Growth in this new short-term market is likely to increase costs and reduce plan choices for consumers purchasing coverage through the individual health insurance market, including Covered California. Increased costs would be felt particularly by people eligible for little or no premium subsidy. Further, consumers who enroll in short-term plans may find themselves without coverage for the health services they need.
For a single adult applying through Covered California, the monthly income must be greater than 138% of the Federal Poverty Level ($1,397 monthly, $16,754 annually) in order to qualify for private health insurance with the premium tax credit subsidy. If the individual or household is below 138% of the FPL, they will be deemed eligible for Medi-Cal.
In December, during the Open Enrollment Period, she enrolled in the previous health plan for the 2018 year. The health plan took her first month’s premium payment, applied it to her past due balance, and then terminated her coverage at Covered California. Under the new rules the health plan is within their rights to take her money and deny her coverage for 2018.
There a lots of different dental plans off-exchange or outside of Covered California. The number of plans makes comparisons complicated and confusing. Delta Dental and Anthem Blue Cross offer dental plans through Covered California and a variety of different plans off-exchange. The single largest difference between the Covered California plans and the ones offered off-exchange is the 12 month waiting period for major dental work such as extractions, root canals, and crown. The six month waiting period usually applies to minor restorative work such as getting a cavity filled.
