Upon submitting your application for 2018, the Covered California system checks your eligibility for 2017. If the system finds you ineligible, which you mostly likely are because you are not applying for 2017 coverage, the system automatically generates a letter informing you that you are not eligible for 2017 coverage.

I don’t mind enrolling people into Medi-Cal. I’m a one-person operation and I enjoy chatting with people. But I have to draw the line with people who insist on me answering a million questions and then failing to give me the appropriate information to complete their Covered California Medi-Cal eligibility application. I also will not knowingly participate in any misrepresentation or fraud so a person can either be enrolled in Medi-Cal or be determined eligible for the tax credits through Covered California.
Dental Enrollment Errors, Duplicate Cases Vex Covered California Consumers
After Covered California acknowledged at the January 2017 Board meeting that they had system issues that affected over 40,000 consumers, new enrollment problems seem to be boiling up. Some consumers have reported that household members who are ineligible for Covered California family dental plans have been automatically enrolled in dental insurance in 2017. In some very rare instances, the Covered California system is allowing consumers to actively enroll in two different subsidized health plans.
California Health Plans Combat Insurance Fraud To Keep Rates Low
California individual and family plan health insurance carriers have been combating fraudulent enrollment for open and special enrollment periods. Many of the health insurance companies have placed additional requirements on applicants to verify California residency. Unfortunately, enrollments through Covered California, which have virtually no verification of special enrollment eligibility, continue to be a source of high-cost claims from fraudulent enrollments.
Blue Shield, Covered California ignores lost SEP enrollment
As is typically the case with enrollment disputes, Covered California says it is a Blue Shield problem and Blue Shield points the finger at Covered California. Blue Shield further states that they must wait 30 days before they request another transfer of the enrollment data from Covered California. So where does this leave the family? They have paid for health insurance in July for which they have no enrollment.
Covered California erases consumer account information
I wouldn’t have believed if I had not seen with my own eyes. For months the Covered California account of a client showed one of the household members enrolled in an Anthem Blue Cross plan. Then one day it disappeared. All Covered California can say is that they don’t see the member ever being enrolled. The client continues to pay for the phantom Anthem Blue Cross that Covered California says never existed. How was this enrollment information erased?
